Howard F. Rotto: CEO and General Counsel

Mr. Rotto completed his undergraduate studies at SUNY at Buffalo and earned his degree in law from Duke University in 1979. His practice included corporate litigation and communications law before joining Allan Rotto Consultants in 1982 as General Counsel & Vice President. In 1987 he assumed responsibility for the day to day operations of Allan Rotto Consultants and its Marketing Division - Telecom Auditing Services, and was named their CEO in 1990.

Mr. Rotto is an expert in the nuances of tariff regulations effecting subscribers in the Public Sector and has lectured on telecommunications through The New York Institute of Technology.

Edward Sheinberg: Director & Senior Analyst

Mr. Sheinberg joined Allan Rotto Consultants in October 1970. Trained by then Senior Analyst Thomas Lynch (former Nassau County Director of Telecommunications), Mr. Sheinberg has been involved in the 40 year transformation of NY Telephone to Verizon and the Baby Bells back to AT&T! During this time he has developed an unparalleled expertise in the interpretation and proper application of Tariff Regulations.

Mr. Sheinberg has been instrumental in obtaining important revisions in the tariff regulations of NYTel, Verizon, Frontier & Broadview, based on his unyielding efforts on behalf of not only our clients, but for all similarly situated telephone subscribers in any given State.

Wendy Pupa: Senior Project Coordinator - Tariff & Rate Analyst

Mrs. Pupa joined Allan Rotto Consultants in 1993, working directly under Senior Analyst, Ed Sheinberg, which provided her with an extraordinary tariff education. In 1999, Mrs. Pupa was promoted to Project Coordinator, responsible for overseeing the entire audit process for her clients. In 2001, Mrs. Pupa became a Senior Analyst and today also supervises the monitoring of all PSC case determinations and has become a leading expert in contract rate application.
